When a messageID is returned, does this mean the SMS has been sent successfully? If yes how does this fit in with resultCode 1? or is messageID generated regardless whether the SMS has been sent successfully or not?

You only get a MessageId on success. i.e. if retcode is 1 then you will always have a MessageId.

To double check if i receive a messageID its safe to let users know that their message has been sent succesfully?

Whereas the first link gives me the English interface but I have to go look
for the message. If I concatenate the queries using '&', only the last
"_action" takes effect.
